Raleigh is located in North Carolina. Drone operations are governed by federal FAA regulations (14 CFR Part 107) and may be subject to state and local ordinances.

State Regulations & Statutes

North Carolina allows recreational and commercial drone operations under FAA rules. N.C.G.S. § 15A-300.1 restricts law enforcement drone use but does not limit civilians. N.C.G.S. § 14-394 (stalking) applies when a drone is used to surveil a person with intent to harass. N.C.G.S. § 14-159.12 (criminal trespass) applies to unauthorized drone flight over private property. NC State Parks prohibit drones without a permit from the NC Division of Parks and Recreation. Commercial operators must hold an FAA Part 107 Remote Pilot Certificate.

Raleigh does not maintain a standalone municipal drone ordinance. The Raleigh Parks, Recreation and Cultural Resources department requires advance written permission for drone operations in all city parks. Much of Raleigh falls within KRDU's Class C airspace, making LAANC authorization required for most flights. The North Carolina State Capitol area and government complex may carry additional airspace restrictions. PNC Arena and Carter-Finley Stadium trigger FAA TFRs during Hurricanes NHL and NC State events.

Weather Considerations

Raleigh sits at approximately 315 ft MSL in the NC Piedmont. Summers are hot and humid with frequent afternoon convective thunderstorms peaking June–August. Spring severe weather (tornadoes, damaging winds) is most likely March–May; check NWS Raleigh (weather.gov/rah). Hurricane-season tropical moisture can cause extended cloudy and rainy periods August–October. Winter is mild but occasional ice storms impact battery performance and visibility.

Seasonal Tips

BEST: October and November (low humidity, excellent visibility, fall foliage at Falls Lake and Umstead Park). April mornings before storms develop are very productive. AVOID: July and August afternoons (storms develop rapidly); March–May severe weather outbreak days. Monitor KRDU NOTAMs — heavy airline traffic and frequent LAANC grid altitude restrictions apply throughout the metro.
