Overview

Richmond is located in Virginia. Drone operations are governed by federal FAA regulations (14 CFR Part 107) and may be subject to state and local ordinances.

State Regulations & Statutes

Virginia has a robust drone law framework. Va. Code § 15.2-926.3 preempts local governments from enacting drone ordinances that conflict with state or federal law. Va. Code § 19.2-60.1 requires law enforcement to obtain a warrant before using drones for surveillance. Va. Code § 18.2-121.3 prohibits using drones for criminal stalking and harassment. Virginia's preemption means Richmond cannot enact conflicting local drone rules. Richmond International Airport (KRIC) Class C airspace covers the eastern approaches to the city. The James River Park System is a nationally recognized urban river park where drone use is regulated. Virginia's Civil War battlefield sites are managed by NPS with strict drone prohibitions.

Local Ordinances

The James River Park System, one of the largest urban whitewater parks in the US, has a specific drone policy — drone use is restricted to designated areas and requires advance notification. The Virginia State Capitol grounds are managed by the Virginia Capitol Police with strict authorization requirements. Richmond National Battlefield Park sites within the city limits prohibit drone use under NPS regulations.

Weather Considerations

Richmond has a humid subtropical climate with hot, humid summers and mild winters. Summer (June–August) brings frequent afternoon thunderstorms, high heat (often above 90°F), and high humidity that can cause drone motor stress. Spring (March–May) and fall (September–November) offer the best flying conditions. Winter is mild compared to northern cities but occasional ice storms and snow can disrupt operations December–February. The James River valley can channel winds. Fog is possible on cool mornings in fall and spring along river areas.

Seasonal Tips

BEST: April–May and September–October — mild temperatures, moderate humidity, clear skies, excellent fall color in October. GOOD: March and November in calm windows. AVOID: July–August afternoons — severe thunderstorm risk is significant; humidity causes battery and motor stress. SUMMER STRATEGY: Fly before 10 AM to avoid afternoon storm development. WINTER: Ice storms are the primary concern December–February; monitor NWS Richmond (weather.gov/akq). Fall is exceptional for aerial photography in the James River corridor.
