California has no statewide drone licensing requirement. Drone operations are governed by federal 14 CFR Part 107 for commercial use and FAA recreational rules for hobbyists. California Penal Code § 647(j)(1) prohibits using a drone to invade privacy. Cal. Penal Code § 402 prohibits interfering with emergency response. Cal. Fish and Game Code § 4700 prohibits harassing wildlife. California Code of Regulations Title 14 § 4000+ prohibits drone use in state parks without permit. San Francisco presents a uniquely challenging environment: SFO Class B airspace covers most of the city, much of the waterfront and parks are managed by the National Park Service (NPS), and city parks have independent no-drone policies.

Permits & Registration

Commercial: FAA Part 107 Remote Pilot Certificate required. Recreational: Register drone at registerdrone.faa.gov if over 0.55 lbs. LAANC authorization via Aloft or SkyVector is required for virtually all of San Francisco due to KSFO Class B airspace. NPS Special Use Permit required for any flight within Golden Gate National Recreation Area lands. SF Recreation and Parks permit required for city-managed parks.

Local Ordinances

San Francisco Recreation and Parks Department (SFRPD) prohibits drone operations in all city-managed parks under park rules adopted in coordination with the San Francisco City Attorney. The San Francisco Police Department issued General Order 5.21 addressing drone surveillance by SFPD and civilian operators in public spaces. The Golden Gate National Recreation Area (GGNRA), which includes Crissy Field, Fort Funston, Baker Beach, Marin Headlands, and Alcatraz, is managed by the NPS and prohibits drones except under a specific NPS Special Use Permit (36 CFR § 2.17). Ocean Beach, though located within the city, is under GGNRA jurisdiction. Twin Peaks, Dolores Park, Alamo Square, and Golden Gate Park are city-managed and prohibit drones.

Weather Considerations

San Francisco is famous for microclimates and persistent afternoon wind. The city averages 10-20 mph westerly/northwesterly winds in summer afternoons, frequently gusting to 30+ mph near the coast and hilltops (Twin Peaks, Sutro Tower area). Morning fog (Karl the Fog) is extremely common June through August, often persisting until noon. The Mission District and Potrero Hill tend to be warmer and less foggy than the ocean-facing neighborhoods. Winter brings rain and storms (Nov–Mar). Monitor KSFO/KOAK METARs and NWS Bay Area forecasts (forecast.weather.gov/office/MTR).

Seasonal Tips

BEST: September through November — fog season ends, winds calm, clearest skies of the year. October is the best month. AVOID: June through August (persistent afternoon fog and strong winds), November through March (storm season with heavy rain). Morning flights (before 10 AM) are calmest year-round but may have fog. Late afternoon flights in summer are extremely windy. Even on calm days, always check KSFO METAR before flying.
